John Tower has been working in the leisure industry for nearly 40 years with a particular interest in community leisure participation and the delivery of community sport and recreation services. His research has usually focused on leisure management and has been designed to assist community leisure managers to improve how they manage leisure, recreation and sport services.
Revisiting Community Leisure Planning
Good planning is the key to developing leisure facilities, programs and services that meet community needs. Little has been published about leisure planning over recent years and it's scope and quality has fallen away.
This session provides opportunities to discuss leisure planning and to explore strategies for improving it. A four-stage leisure planning model covering Pre-planning, Planning research, Writing the plan and Monitoring and evaluation, will be presented. The model is based on a process of continuous and cyclical adaptation to new policy directions; rigorous data collection and evaluation; assessing community and stakeholder needs and aspirations; supply analyses, and understanding demographic and leisure trends. The findings are used to guide decisions and ensure that community leisure needs are effectively met.
