Dave operates his own sport, recreation, community and leisure consultancy in WA and undertakes a number of projects on behalf of local governments and PLAWA. He was the original author of the Community Facilities Guidelines and has been involved since in developing subsequent phases of the project with Paula Hooper from the University of WA. Paula undertook the original development of the Public Open Space Database (POSDAT) across Metropolitan Perth and has applied the lessons learnt in developing the GIS database which has been used to identify gaps in community facility provision and strategic planning processes.
PLA WA's Community Facility Guidelines
The Community Facilities Guideline has been developed over the past decade to assist local governments, parks and leisure planners in the strategic planning of current and future community infrastructure. The initial process included a series of definitions and guidelines for community infrastructure which has been used to influence policy and planning processes. These have subsequently been tested through the mapping spatially of selected community infrastructure across Metropolitan Perth to identify gaps in infrastructure provision and review the guidelines. In addition, frameworks have been developed for delivery of selected community sport and recreation infrastructure having regard to current guidelines and local government working practices. The presentation will deliver the outcome of this work to assist attendees in understanding the tools available to them in developing a robust evidence base for future planning.
